Abstract(EN): The book provides a historical account on the development of minority issues in Central and Eastern Europe. On the basis of historical analyzes the author seeks to formulate a set of principles to conduct minority policies. Apart from the general picture of minority issues in the region, the author provides a separate data-bank on minority-related issues in seven Central and East European countries: Poland, Czechoslovakia, Hungary, Romania, Yugoslavia, Bulgaria, and Albania. The report also includes a supplement entitled: "Principles of a Code of Conduct to Address the Minority Issue".
