Ethno-demographic processes regarding national minorities in Romania

The major topics of demographic analysis are:

1.      Natural evolution of minority population
2.      Migration
3.      Identity, ethnic exogamy, assimilation/dissimilation

Post-socialist Romania organized three censuses: in 1992, 2002 and 2011, respectively. All of them have disclosed unfavorable demographic trends regarding the total population of Romania and the population of national minorities in particular. Given this context, the interest of minority elites regarding demographic tendencies in national minority populations is understandable.

Firstly, we intend to paint the ethno-demographic portrait of national minorities in Romania. The research conducted in this area starts from the data provided by the National Institute of Statistics (NIS) due to a partnership protocol signed by our institute and NIS. Secondly, RIRNM conducted (independently or in cooperation with other institutes) several surveys addressing demographic issues.

Ethnic categorization represents one of the processes we inquire. This is because there are different regimes of representation regarding the ethno-cultural differences in official statistics. Race is more important in some states (for example U.S.A, Brazil) while in others mother tongue is invested with utmost relevance (for example, Finland, Quebec). Romania uses nationality (or ethnicity, more recently) for representing ethno-cultural difference. This category is used in other Eastern European countries too, and denotes cultural and national belonging based on self-identification. Minority elites use the same type of ethnic categorization in their self-definition. Hence, the institute undertakes the comparative analysis of these regimes of categorization.

The more specific  research question in the filed of demography is whether we can define minorities as demographic "realities" or entities? The question is strictly bound to the methodology of demography as a discipline. The classical methodology has been created for the description of the demographic evolution of a geographically bounded population. On regional or national level entry values (births, number of immigrants) and exit values (deaths, emigration) are clear, well-defined. However, in the case of ethnic minorities who live next to majority population the boundaries of these entities are more fluid. Therefore, beside migration and natural evolution, the demographic analysis of minority population includes population flows across ethnic boundaries too. In other words, the reproduction of minority population is partially a problem of demography, yet its demographic future is also determined by its capacity of ethno-cultural reproduction.
